Lawrence Kohlberg believed that children are faced with moral issues and their judgment of these dilemmas cause them to act positively or negatively, which lead to his theory of moral development. He looked at how morals were developed as opposed to overall emotional or physical development. Kohlberg believed we progress through three levels of moral thinking that build on our cognitive development. The three levels of moral development are: per-conventional, conventional, and post-conventional. The first stage, per-conventional morality is the idea of obedience vs. punishment, in which authority is outside the individual and reasoning is based on physical consequences. The second stage is conventional morality. At this stage authority is internalized but not questioned as the individual strives to obey rules and social norms to win the approval of others or maintain social order (Shaffer & Kipp, 2014). The third stage is post-conventional morality. At this stage judgments are based on right or wrong in terms of social contracts and democratic law (Shaffer & Kipp, 2014).
