AJS 595 Week 1 Individual Assignment Criminal Justice Program Proposal, Part I

You will be working on the Criminal Justice Program Proposal throughout this course. This is a cumulative assignment, which means that you will complete a portion of the final proposal each week. During Week Six, you will revise and consolidate your individual assignments to submit a final 5,250- to 7,000-word cumulative proposal.

  • Juvenile Justice Correctional Facilities
  • Mortgage Investment Fraud
  • Rural Law Enforcement Combating Crime
  • Combating Criminal Narcotics Activity Along the Southern Border
  • Information Sharing

Identify a problem in the case study that requires intervention.

Write a 700- to 1,050-word proposal about a problem identified in the case study that requires intervention

Include the following in the proposal:

  • Identify the type of program that would resolve the problem.
  • Describe the processes used to identify the problem in the case study.
  • Describe data collection methodologies that can be used to identify the problem.
  • Identify the data that must be collected to identify the problem.
  • Identify ways to involve key personnel in collecting and analyzing data.

AJS 595 Week 2 Team Assignment

Identify an existing program in the criminal justice system (one program per team). Describe the program in a 700 to 1000 word paper. Include the problem the program was designed to resolve, participants, program goals, and other key program information.

Tips:

·  Your team needs to pick ONE program…it does not need to be related to any of your individual problems but certainly could be.

·  If you select a large program (e.g., D.A.R.E., P.P.C.T., Take Back the Night, etc.), be sure to research it’s local (i.e. small scale) impacts and report on those impacts in addition to it’s larger outcomes.

·  Keep a close eye on your word count…I’m looking for your team to cohesively and succinctly report your findings in a very direct and efficient manner. This assignment is a good place to remember that sometimes when presenting data to colleagues or managers, less is more. Indeed, if you are presenting information to a high level executive, you may be given no more than 2-3 pages, 1-3 slides, or 2-3min to make your case. Make your points concisely and avoid any unnecessary “fluff.”

AJS 595 Week 3 Individual Assignment Criminal Justice Program Proposal, Part II

Program Design and Development – Using your unsolved problem identified in Week One, develop a criminal justice program of your own design (i.e. you may NOT describe an already existing program) to remedy the problem. Succinctly and thoroughly describe your newly designed program in a 1400 to 1750 word paper.

Write your paper as if you were proposing your program to departmental superiors and/or sponsors. Describe the purpose, application, target participants, and expected outcomes of your program as they relate to the problem at hand.

Tips:

  • Just to say it again, this paper should describe YOUR proposed solution to the problem. Your solution can be creative, it can be unique, but above all, it must be yours.
  • One more reminder…keep it real. I’m not looking for “pie in the sky” hypothetical wishes, but rather am looking for grounded, feasible, and realistic approaches to your real-world problem. Your program should absolutely be valid enough that you would be comfortable turning your paper in to your boss for consideration.
  • As your program is intended to be used in the real-world, keep real-world limitations in mind. Consider (and describe) how your program would fare in light of financial constraints, training issues, media scrutiny, the “court of public opinion,” etc.
  • Think both inside and outside the box. Use your empirical research and references to inform your solution…let that research tell you what’s been done, what’s worked, what hasn’t, and then use that information to move away from the failures and toward the successes. Just don’t limit yourself to what others have done and don’t be afraid to move in a new direction as you follow the research.
  • Look around. If you’ve chosen a police suicide problem, don’t only look for your solutions in police suicide literature. Why not look into general suicide studies? Police stress studies? General stress studies? Psychological treatment protocols for underlying causes (like stress, fear, sleep deprivation, depression, etc.)? Branch out and look beyond just the “key words” in your topic…your efforts will be rewarded!

AJS 595 Week 3 Team Assignment Program Funding Strategies

To one degree or another, all public safety programs require financial resources. Locally developed and implemented programs may be particularly beneficial to the surrounding community but can also be difficult to fund. To support their efforts, program managers therefore often pursue several different funding options including private donations, governmental grants, or program-generated revenue, among others.

As a team, locate a scholarly journal article describing a local (i.e., NOT a national program like D.A.R.E. or Neighborhood Watch) public safety program implemented within the past decade. The article should focus on implementing the program and should discuss how the program is/was funded. Provide the full APA reference for your article.

Synopsize the funding strategy for your chosen program. Describe how that funding furthered the mission of the program, and detail any funding challenges identified for the program. Finally, identify two additional and specific funding streams (e.g., grants, revenue, donations, etc.) that your chosen program could use to further their goals. These streams should be real (e.g., a real-world government grant, real-world philanthropic organization, etc.) and should match the mission and intent of the program.

For example, do not suggest using breast cancer philanthropy dollars to support anti-methamphetamine abuse programs. Discuss the pros and cons of each choice. Finally, rank the three funding schemes (i.e., the two you suggested and the one the program actually used) from most to least viable based on your assessment of their benefits and challenges. Be sure to justify your ranking.

AJS 595 Week 4 Team Assignment Evaluation Methods

Write one 1400 to 1600 word team paper that compares and contrasts different types of evaluation designs and methodologies. Focus your discussion on comparing and contrasting the following:

  • Experimental vs. Quasi-experimental vs. Non-experimental designs, and
  • Formative vs. Summative evaluations.

Tips:

  • The biggest challenge with this paper is flow. Work as a team to figure out the best way to present these comparisons without repetition or “looping” information.

AJS 595 Week 5 Team Assignment Ethical Issues With Program Evaluation

Using the team program identified in Week Two, write a 1100 to 1400 word paper exploring the ethical issues of conducting an evaluation of that program.

Tips:

  • Focus your paper on what ethical pitfalls an evaluator could face if they attempted to assess the performance or impact of your identified program.
  • Note that this paper IS NOT about the ethical issues surrounding implementing the program itself. Focus your efforts on how to most ethically evaluate the program.
  • Identify ways you could mitigate every pitfall you identify. If a pitfall cannot be mitigated, clearly explain what that means to your program and your ability to maintain oversight on that program.

AJS 595 Week 6 Individual Assignment Criminal Justice Program Proposal, Part III

Design a program evaluation to determine the effectiveness, efficiency, and cost-benefit of implementing the program you proposed in Week 3. Your paper should detail your proposed methodology to evaluate your program but it should NOT be the hypothetical results of such an evaluation (i.e. do not invent data).

The written portion of your assignment should be 1600 to 1800 words (150pts). In addition, develop (i.e. create and provide your own) data collection forms and surveys that would be needed in order to conduct your proposed evaluation (25pts). Finally, prepare a 10 to 15 slide PowerPoint© presentation on the program and the evaluation designed to brief a public safety senior official on your program (25pts).

Hints

  • The whole trick to this week’s assignment is to view it as an “asking for permission” proposal. You have designed a program that you think would work in your department and now you’re taking that proposal in front of a supervisor, a funding body, or a manager and asking for the green-light to implement it. Whenever you propose a new program, the “authorizing body”, whomever that may be, will want you to have a plan in place for how you plan to keep tabs on the program and make sure it’s doing what it was designed to do. That evaluation plan is what you are presenting this week.

This week is your opportunity to correct the materials you’ve submitted throughout the course and resubmit your revisionsin a synopsized format. DO NOT JUST RESUBMIT YOUR PREVIOUS ASSIGNMENTS! Instead, implement my corrections and incorporate that corrected material into your final proposal. Basically, the paper should flow something like this:

    1) Here’s the problem I’m trying to address (brief synopsis of Week 1 content)
    2) Here’s the program I’ve developed to address that program (brief synopsis of Week 3 content)
    3) Here are the key steps to implementing that program (you’ll likely want to propose a formative evaluation at each step, identify what evaluation design is most appropriate and why, and detail if you plan to use internal, external, mixed, or SME evaluators with an explanation as to why you chose the group you did)
    4) Here are the key outcomes of that program (consider proposing summative evaluations for each outcome and detailing the design choice and evaluator choice just like above)
    5) Here are the tools I am proposing to use to conduct these evaluations (here’s where you provide a sample of any forms or tools you would propose to use).

AJS 595 Week 6 Team Assignment Program Evaluation

Only a portion of implemented programs truly succeed at accomplishing their original goals. Unfortunately, many programs also fail.

As a team, define what constitutes “failure” in terms of public safety program implementation. Locate two scholarly references that each describe a separate program that “failed” in accordance with your chosen definition. In a paper of 700-1000 words, compare and contrast the two programs, focusing on why each failed. Discuss what steps, if any, the program personnel could have taken to prevent the program’s failure.
